Our Partnership with the city of Saint Paul

In 2018, the Saint Paul Port Authority was actively engaged in numerous projects across the city of Saint Paul. We celebrated the completion of Treasure Island Center. We welcomed new businesses to our Beacon Bluff Business Center. And we had the opportunity to be actively involved with key organizations that are making an impact on the future of this great city.

Measuring Success at Beacon Bluff

In 2018, the Saint Paul Port Authority invested in a research project that measured the impact of Beacon Bluff on the city of Saint Paul, and more specifically the East Side neighborhood.


The Saint Paul Port Authority initiated the redevelopment of the former 3M site in 2010. Today, Beacon Bluff is a 61 acre site zoned for industrial purposes with nine operating businesses, one business under construction, and one final parcel for sale. Financial incentives are available for the remaining parcel.

Partner Spotlight: East Side Funders Group & The Xchange

In 2018, the Saint Paul Port Authority helped fund an employment specialist position in partnership with the East Side Funders Group. Both organizations are committed to the economic vitality of Saint Paul’s east side and identified the need for a liaison to be in the community working directly with businesses wanting to hire locally.

Project Spotlight: Opus at Beacon Bluff

In 2018, Opus built a speculative industrial building on a parcel at Beacon Bluff. They successfully secured their first tenant, Terracon, before the building was even complete. The remainder of the building is available to be leased. Ideal tenants are those wanting office, manufacturing, and warehouse space with convenient access to Interstate 35.


In most cases, when we remediate brownfield properties and sell for light industrial purposes, parcels are sold for as little as a dollar to businesses willing to fulfill our workforce agreements. These agreements include stipulations on job density, living wages, and sustainable building design.


With this sale, Opus purchased the Beacon Bluff parcel at market rate. And while they are not tied to a workforce agreement, Opus committed to a sustainable building design and to bring 90 living wage jobs to the site.

City Connection: Jane Prince and Beacon Bluff

Jane Prince has been tied to Beacon Bluff since the beginning of the project, first as a community member and now as a city council member. In this video, Jane shares her enthusiasm for the progress made in 2018 as the project nears completion.

Partner Spotlight: Downtown Alliance

Lee Krueger, president of the Saint Paul Port Authority, joined the board of directors of the newly created Downtown Alliance in 2018. In this role, Lee brings his expertise managing public/private partnerships, which is an important component to stimulating growth in downtown Saint Paul.

Project Spotlight: Allianz Field

Progress at Allianz Field made headlines throughout 2018 and according to Minnesota United team owner Dr. Bill McGuire, the Saint Paul Port Authority was an integral partner. The team leveraged the Port Authority's expertise in brownfield remediation, and we served as the lead resource for remediating the site, getting it ready for construction, and securing the grant funds needed to cover clean-up costs.

Partner Spotlight: Saint Paul Area Chamber of Commerce

The Saint Paul Port Authority has a long-standing relationship with the Saint Paul Area Chamber of Commerce. Because of our shared commitment to the economic vitality of Saint Paul, our paths naturally cross on a regular basis. In 2018, we worked closely with the Chamber in connection with the Downtown Alliance and newly formed East Team initiatives.
